On July 3, Beijing officially released the “Implementation Plan for Promoting Foreign Investment through Deepening the Expansion and Openness of the Service Sector in Beijing”.
In terms of major tasks and measures, Beijing plans to increase openness in the medical sector by supporting qualified foreign and Hong Kong/Macau/Taiwan doctors in establishing clinics in the city.
Additionally, cooperation in the human resources sector will be encouraged, with the release of the 4.0 version of the catalog recognizing overseas professional qualifications, and efforts to promote mutual recognition and sharing within the Beijing-Tianjin-Hebei region.
The city will also optimize residence and stay policies for foreign employees. Senior management personnel from foreign enterprises planning to set up branches or subsidiaries in Beijing will be issued visas or residence permits valid for up to two years, with accompanying spouses and family members granted the same duration of stay. Pilot areas will allow accompanying spouses and family members of internal transfer experts in foreign-invested enterprises to enjoy the same residence duration as the experts. Furthermore, convenience will be provided for eligible senior management and technical talents hired and recommended by foreign-invested enterprises to apply for permanent residence.
In June, Beijing had issued a public notice inviting comments on the plan. Now it is officially implemented from the date of this notice.
